iPhone 3GS after unlock via buying unlock code success but still can not Activate

That cause of it has iPad Baseband version,
So we can not activate it.
+ what should we do?
- Must jailbreak with Downgrade from iPad BB to 05.13.04
Then De-Activate it or Restore to Re-Activate again by iTune or WiFi
- Done
